Collaboration Between Those Concerned and Their Supporters — A Form of With We Aim for Together

Nara City opened the Nara City Children’s Center in April 2022, establishing a system in which the specialized assistance of a child guidance center and support through the multi-agency cooperation of the Regional Council for Children Requiring Protection can be carried out in an integrated way. Furthermore, in fiscal 2024, it established a “Children and Families Center” linking maternal-and-child health and child welfare, providing support for children and families with various needs, from the pregnancy period to a child’s independence.
However, when facing children and families with various difficulties—children forced into separation because the parent-child relationship has hit a dead end; children isolated, unable to find a place to belong in either home or region—I have often felt the limits of conventional public support alone, and have experienced the impasse of support. In supporter-led support, the agency of those concerned is lost, and existing services alone do not become a solution that meets true needs. To break through this, for the past five years I have sought a form of support based on the philosophy (mindset) of Wraparound, a support approach centered on those concerned.
The occasion that led to adopting Wraparound was my taking a Wraparound care-coordinator training in March 2021. Through the training, I noticed that I had been unconsciously biased toward supporter-led thinking, and keenly felt both the lack of, and the importance of, “the posture of listening to the voice (vision and wish) of those concerned.” It was the very moment a mindset shift occurred—from For (support that gives) to With (support undertaken together).
Wraparound is not a technique, but a support posture that focuses on the voice and strengths of those concerned and supports them in sitting in the driver’s seat of their own life. Starting from the vision and needs of those concerned, it emphasizes flexibly combining the region’s diverse social resources to build tailor-made support.
The cooperation with the Nara City Council of Social Welfare, which works on creating regional social resources with the idea “if it doesn’t exist, create it,” is an important effort to break through the impasse of support; for the past several years we have learned Wraparound together and collaborated on various cases.
Support begins by listening to the vision of those concerned: “What kind of family do you want to be?” We focus thoroughly on the strengths of those concerned. This does not mean making light of risk. Risk is reread as need, and rather than “what is the problem,” we discuss “what is needed (the need).” Without focusing only on surface problems, we find the true needs. It is not easy for those concerned to convey their own feelings. So that they can take part in the discussion with even a little more security, a peer supporter (or, if none, someone who can stay close to them) walks alongside, supporting the psychological safety and the expression of opinion of those concerned. In an equal relationship between those concerned and supporters, we offer ideas to meet needs and make a plan all together. The stance that “there is no failure; when it doesn’t go well, we think together again” raises the psychological safety of both those concerned and supporters.
Continuing the party-centered approach, when I witness the resilience of those concerned, I experience that not only children and families but supporters too become energized. Various challenges that surpass conventional thinking break through the impasse of support, and the thrill of Wraparound is that an experience exciting to both those concerned and supporters is gained.
Through practice so far, it has become clear that party-centered support leads not only to children and families but to the empowerment of supporters too, and promotes connection between people and the creation of places to belong. From here on, while spreading the Wraparound mindset within the organization and the region, I want to practice it in every setting—child rights advocacy, support for expressing opinions, support for rebuilding parent-child relationships, support for independence, foster-care support—and to develop a practice of child welfare in which those concerned and supporters support one another in a “With” relationship. Co-creative support that makes use of the strengths of those concerned and the power of the region will, I believe, become the foundation that supports the security and growth of children and families, and the growth of supporters as well.

She joined Nara City in 2001 as a public health nurse, and after serving in the fields of elderly welfare, maternal and child health, and adult health, has been engaged in the field of child welfare since 2015. She served as section chief in charge of the Integrated Child and Family Support Base and the Regional Council for Children Requiring Protection. Following the opening of the Nara City Children’s Center in 2022, she continues to serve as the management official in charge of the child guidance center and the Regional Council for Children Requiring Protection. Feeling the need for party-centered support, she is working toward the implementation of Wraparound.

나라시는 레이와 4년 4월에 나라시 어린이 센터를 개설하여, 아동 상담소에 의한 전문적인 원조와, 요보호 아동 대책 지역 협의회의 다기관 연계에 의한 지원을 일체적으로 행할 수 있는 체제를 정비했다. 더욱이, 레이와 6년도에는 모자 보건과 아동 복지가 연계한 “아동 가정 센터”를 설치하여, 임신기부터 어린이의 자립까지, 다양한 니즈를 안은 어린이와 가족의 지원을 행하고 있다.
그러나, 부모 자식 관계가 막혀 분리를 강요받는 어린이, 가정에도 지역에도 거처를 찾을 수 없어 고립되는 어린이 등, 다양한 곤란을 안은 어린이와 가족을 앞에 두었을 때, 지금까지의 공적인 지원만으로는 한계를 느끼는 일도 많아, 지원의 막힘을 경험해 왔다. 지원자 주도의 지원에서는 당사자의 주체성이 잃어져, 기존의 서비스만으로는 진정한 니즈를 충족시키는 해결책이 되지 않는다. 그것을 타파하기 위해, 5년 전부터 당사자 주체의 지원 어프로치인 랩 어라운드의 이념(마인드)에 기반한 지원의 모습을 모색해 왔다.
랩 어라운드 도입에 이른 계기는, 레이와 3년 3월에 저자가 랩 어라운드의 케어·코디네이터 연수를 수강한 것이다. 연수를 통해, 자신이 무자각으로 지원자 주도의 사고방식에 치우쳐 있었다는 것을 깨닫고, “당사자의 목소리(비전이나 소원)를 듣는 자세”의 결여와, 그 중요성을 통감했다. 바로 For(주는 지원)에서 With(함께 임하는 지원)로의 마인드 셋이 일어난 순간이었다.
랩 어라운드는 수법이 아니라, 당사자의 목소리와 강점에 초점을 맞춰, 당사자가 자신의 인생의 운전석에 앉는 것을 떠받치는 지원 자세이다. 당사자의 비전이나 니즈를 기점으로, 지역의 다양한 사회 자원을 유연하게 조합하여, 오더 메이드의 지원을 구축하는 것을 중시하고 있다.
“없는 것은 만들면 된다”는 발상으로 지역 사회 자원의 창출에 임하는 나라시 사회복지 협의회와의 연계는, 지원의 막힘을 타파하기 위한 중요한 노력이며, 요 몇 년, 랩 어라운드를 함께 배우고, 다양한 케이스에서 협동을 행해 왔다.
“어떤 가족이 되고 싶어?”라고, 당사자의 비전을 듣는 것에서 지원을 시작한다. 당사자의 강점에 끝까지 포커스한다. 리스크를 경시하는 것은 아니다. 리스크는 니즈로 바꿔 읽고, “과제는 무엇인가”가 아니라, “필요한 것은 무엇인가(니즈)”를 이야기한다. 표면적인 과제만 착목하지 않고, 진정한 니즈를 찾아낸다. 당사자가 자기의 기분을 전하는 것은 간단하지 않다. 조금이라도 안심하고 이야기에 참가할 수 있도록, 피어 서포터(없으면, 당사자에게 다가설 수 있는 사람)가 동행하며, 당사자의 심리적 안전성과 의견 표명을 떠받친다. 당사자와 지원자가 대등한 관계성 속에서, 니즈를 충족시키기 위한 아이디어를 서로 내고, 모두가 플랜을 세운다. “실패는 없다. 잘 안될 때는 모두 함께 생각하면 된다”는 스탠스가, 당사자·지원자 양쪽의 심리적 안전성을 높인다.
당사자 주체의 어프로치를 계속하는 가운데, 당사자의 레질리언스를 눈앞에서 본 때, 어린이나 가족만이 아니라, 지원자도 활기를 띠는 것을 체험하고 있다. 지금까지의 발상을 넘는 다양한 챌린지가 지원의 막힘을 타파하고, 당사자도 지원자도 두근거리는 체험을 얻을 수 있는 것이, 랩 어라운드의 묘미이다.
지금까지의 실천을 통해, 당사자 주체의 지원은, 어린이나 가족만이 아니라, 지원자의 엠파워먼트로도 이어져, 사람과 사람의 이어짐이나 거처의 창출을 촉진하는 것이 명확해져 왔다. 앞으로 더욱, 랩 어라운드의 마인드를 조직 내·지역에 넓히면서, 어린이의 권리 옹호, 의견 표명 지원, 부모 자식 관계 재구축 지원, 자립 지원, 위탁 부모 지원 등 모든 장면에서 실천하여, 당사자와 지원자가 “With”의 관계로 서로 떠받치는 아동 복지의 실천을 발전시켜 가는 것을 지향하고 싶다. 당사자의 강점과 지역의 힘을 살린 공창형 지원이, 어린이나 가족의 안심과 성장, 그리고 지원자의 성장도 떠받치는 기반이 될 것이라고 생각하고 있다.

나라시 어린이 센터 소속. 2001년에 보건사로 나라시에 입청하여, 고령자 복지·모자 보건·성인 보건 분야를 거쳐, 2015년부터 아동 복지 분야에 종사. 아동 가정 종합 지원 거점과 요보호 아동 대책 지역 협의회의 담당 계장을 역임했다. 2022년의 나라시 어린이 센터 개설에 따라, 아동 상담소와 요보호 아동 대책 지역 협의회의 담당 관리직으로 현재에 이른다. 당사자 주체의 지원의 필요성을 느끼고, 랩 어라운드의 실장을 향해 임하고 있다.

La ciudad de Nara abrió el Centro de Niños de la Ciudad de Nara en abril de 2022, estableciendo un sistema en el que la asistencia especializada de un centro de orientación infantil y el apoyo a través de la cooperación multiagencia del Consejo Regional para Niños que Requieren Protección pueden llevarse a cabo de forma integrada. Además, en el año fiscal 2024, estableció un “Centro de Niños y Familias” que vincula la salud materno-infantil y el bienestar infantil, brindando apoyo a niños y familias con diversas necesidades, desde el período de embarazo hasta la independencia del niño.
Sin embargo, al enfrentar a niños y familias con diversas dificultades —niños forzados a la separación porque la relación padre-hijo ha llegado a un callejón sin salida; niños aislados, incapaces de encontrar un lugar de pertenencia ni en el hogar ni en la región—, a menudo he sentido los límites del apoyo público convencional por sí solo, y he experimentado el atasco del apoyo. En el apoyo dirigido por el sustentador, se pierde la agencia de los implicados, y los servicios existentes por sí solos no se convierten en una solución que satisfaga las verdaderas necesidades. Para romper esto, durante los últimos cinco años he buscado una forma de apoyo basada en la filosofía (mentalidad) del Wraparound, un enfoque de apoyo centrado en los implicados.
La ocasión que llevó a adoptar el Wraparound fue mi participación en una formación de care-coordinator de Wraparound en marzo de 2021. A través de la formación noté que había estado sesgada inconscientemente hacia un pensamiento dirigido por el sustentador, y sentí agudamente tanto la falta como la importancia de “la postura de escuchar la voz (visión y deseo) de los implicados”. Fue justo el momento en que ocurrió un cambio de mentalidad: del For (apoyo que da) al With (apoyo emprendido juntos).
El Wraparound no es una técnica, sino una postura de apoyo que se centra en la voz y las fortalezas de los implicados y los apoya para que se sienten en el asiento del conductor de su propia vida. Partiendo de la visión y las necesidades de los implicados, enfatiza combinar de forma flexible los diversos recursos sociales de la región para construir un apoyo hecho a medida.
La cooperación con el Consejo de Bienestar Social de la Ciudad de Nara, que trabaja en la creación de recursos sociales regionales con la idea “si no existe, créalo”, es un esfuerzo importante para romper el atasco del apoyo; durante los últimos años hemos aprendido juntos el Wraparound y colaborado en diversos casos.
El apoyo comienza escuchando la visión de los implicados: “¿Qué clase de familia quieres ser?”. Nos centramos a fondo en las fortalezas de los implicados. Esto no significa restar importancia al riesgo. El riesgo se relee como necesidad y, en lugar de “cuál es el problema”, discutimos “qué es lo que hace falta (la necesidad)”. Sin centrarnos solo en los problemas de superficie, encontramos las verdaderas necesidades. No es fácil para los implicados transmitir sus propios sentimientos. Para que puedan participar en la discusión con un poco más de seguridad, una persona de apoyo entre pares (o, si no la hay, alguien que pueda estar cerca de ellos) los acompaña, sosteniendo la seguridad psicológica y la expresión de opinión de los implicados. En una relación igual entre los implicados y los sustentadores, ofrecemos ideas para satisfacer necesidades y hacemos un plan todos juntos. La postura de “no hay fracaso; cuando no va bien, lo pensamos otra vez juntos” eleva la seguridad psicológica tanto de los implicados como de los sustentadores.
Continuando con el enfoque centrado en los implicados, cuando soy testigo de la resiliencia de los implicados, experimento que no solo los niños y las familias, sino también los sustentadores, se llenan de energía. Diversos desafíos que superan el pensamiento convencional rompen el atasco del apoyo, y la emoción del Wraparound es que se obtiene una experiencia emocionante tanto para los implicados como para los sustentadores.
A través de la práctica hasta ahora, ha quedado claro que el apoyo centrado en los implicados conduce no solo a los niños y las familias, sino también al empoderamiento de los sustentadores, y promueve la conexión entre las personas y la creación de lugares de pertenencia. De aquí en adelante, mientras difundimos la mentalidad del Wraparound dentro de la organización y la región, quiero practicarlo en todos los escenarios —defensa de los derechos del niño, apoyo a la expresión de opiniones, apoyo a la reconstrucción de la relación padre-hijo, apoyo a la independencia, apoyo al acogimiento familiar— y desarrollar una práctica de bienestar infantil en la que los implicados y los sustentadores se apoyen mutuamente en una relación “With”. El apoyo co-creativo que hace uso de las fortalezas de los implicados y del poder de la región se convertirá, creo, en la base que sostiene la seguridad y el crecimiento de los niños y las familias, y también el crecimiento de los sustentadores.

Afiliada al Centro de Niños de la Ciudad de Nara. Se incorporó al Ayuntamiento de Nara en 2001 como enfermera de salud pública y, tras pasar por los campos del bienestar de las personas mayores, la salud materno-infantil y la salud de adultos, trabaja en el campo del bienestar infantil desde 2015. Fue jefa de sección encargada de la Base Integral de Apoyo a la Infancia y la Familia y del Consejo Regional para Niños que Requieren Protección. Місто Нара у квітні 4-го року Рейва (2022) відкрило Центр дітей міста Нара, створивши систему, в якій разом надаються спеціалізована допомога від консультаційного центру з прав дитини та підтримка через міжвідомчу співпрацю Регіональної ради заходів охорони дітей. Більше того, у 6-му році Рейва (2024) було створено “Центр родин з дітьми”, де поєднано охорону здоров’я матері та дитини й добробут дитини, і там надається підтримка дітям і родинам з різними потребами — від вагітності до самостійності дитини.
Однак, коли постаєш перед дітьми та родинами з різноманітними труднощами — дітьми, у яких стосунки з батьками зайшли в глухий кут і яких доводиться розлучати, дітьми, які ізолюються, не знайшовши свого місця ні в родині, ні в громаді, — стикаєшся з тим, що дотеперішньої лише публічної підтримки не вистачає, і часто переживаєш застій підтримки. У підтримці, ведeній супровідниками, втрачається суб’єктність учасника, і існуючих сервісів недостатньо для розв’язання справжніх потреб. Щоб це прорвати, ми 5 років шукаємо форму підтримки на основі принципу (mindset) “Wraparound” — підходу з суб’єктністю учасника.
Поштовхом до впровадження Wraparound стало те, що в березні 3-го року Рейва (2021) автор пройшов навчання з координації догляду за Wraparound. Через навчання я усвідомив, що сам несвідомо схиляюся до способу мислення, ведeного супровідниками, і гостро відчув брак “позиції слухати голос учасника (бачення, бажання)” та її важливість. Це був момент саме переходу від For (підтримка-надання) до With (підтримка-співпраця).
Wraparound — це не метод, а позиція підтримки, яка фокусується на голосі та сильних сторонах учасника й допомагає йому сісти за кермо власного життя. Принциповою є побудова персоналізованої підтримки, відштовхуючись від бачення та потреб учасника, гнучко поєднуючи різноманітні соціальні ресурси громади.
Співпраця з Радою соціального добробуту міста Нара, яка з принципом “Чого немає, треба створити” береться за створення місцевих соціальних ресурсів, — важливий крок для прориву застою підтримки, і за останні роки ми разом вивчали Wraparound і співпрацювали в різних кейсах.
Підтримку починаємо з того, що питаємо бачення учасника: “Якою сім’єю хочеш стати?”. Сильні сторони учасника фокусуємо до краю. Це не означає применшувати ризик. Ризик перечитуємо як потребу, і обговорюємо не “у чому проблема”, а “що потрібно (потреба)”. Не вдаємося лише до поверхневих проблем, а знаходимо справжню потребу. Учаснику нелегко передавати свої почуття. Щоб він міг хоч трохи спокійно брати участь у розмові, поряд іде партнер-однодумець (peer supporter; якщо такого немає — людина, що може бути поруч з учасником), підтримуючи психологічну безпеку та право висловлюватися. У рівних стосунках учасника й супровідників ми разом подаємо ідеї для задоволення потреб і всі разом складаємо план. Позиція “Невдачі немає. Коли не виходить, разом думаємо” підвищує психологічну безпеку обох сторін — і учасника, і супровідників.
Продовжуючи підхід з суб’єктністю учасника, я переживав, що коли бачиш на власні очі резильєнтність учасника, не лише діти й сім’ї, а й самі супровідники набираються сили. Wraparound пропонує насолоду — переломити застій підтримки через виклики, що перевершують дотеперішні задуми, і отримати досвід, від якого ентузіастично б’ється серце і в учасника, і в супровідника.
Через дотеперішні практики ми переконалися, що підтримка з суб’єктністю учасника не лише призводить до empowerment’у дітей і сімей, а й до empowerment’у супровідників, сприяючи з’єднанням між людьми та творенню їхнього місця. Надалі хочемо, поширюючи принцип Wraparound у організації й громаді, практикувати в усіх сферах — захист прав дитини, підтримка висловлення думки, підтримка перебудови стосунків батьків і дітей, підтримка самостійності, підтримка прийомних батьків тощо — і розвивати практику дитячого добробуту, в якій учасники та супровідники взаємно підтримуються у стосунках “With”. Я вірю, що спільнотворча підтримка, яка використовує сильні сторони учасника та силу громади, стає основою, що підтримує спокій і зростання дітей і сімей, а також зростання супровідників.

Стаж у Центрі дітей міста Нара. У 2001 році вступила на службу до міста Нара як медична сестра громадського здоров’я, пройшла через сфери соціального добробуту літніх людей, охорони здоров’я матері та дитини, охорони здоров’я дорослих, а з 2015 року працює у сфері добробуту дітей. Обіймала посаду начальника відділу, відповідального за Комплексну базу підтримки дітей і сімей та Регіональну раду заходів охорони дітей.
